The leave of Indian staff will be dealt
with in the revision of the General Orders of this
Government now in progress.
The remainder of this section does not,
I think, call for special comment, except perhaps in the matter of paragraph 53 where a waiver of overpayment
to certain Chinese School-masters is recommended. It
will be seen that refunds in these cases would absorb
two months or more of salary at the corrected rate and
I would ask approval to remit them.
3. In the second section of the report, the
recommendations in paragraphs 89 to 96 for the application
of the Chinese New Year Bonus do no more than give
practical shape to the general suggestions of the Salaries
Commissioners as set out in paragraph 26 of their report
and endorsed by Sir C. Clementi in the second enclosure
to his despatch No.37 of the 22nd January, 1930, but
before sanctioning the Committee's scheme I am obtaining
the revised estimates of cost recommended in paragraph
96 of their report. If, as is anticipated, the cost falls
within the provision made in the budget for 1931 I propose
to implement this section of the Salaries Report
accordingly.

The Committee's recommendations in
paragraphs 87 and 88 regarding payment for overtime are completely new, as indicated in the closing paragraph (86)
of the first section of their report. I consider, however, that they are more equitable than those contained in the Salaries Report and they should certainly be more
workable. The following points call for comment.
